Dick Helms reported on recent publicity concerning "spying communications organizations or ' We all realized that this situation might get worse before it gets better, and the Director asked whether we had alternate plans to take up the load if we should lose this Installation. I assured him that we did and that we were getting in better shape each day. He inquired whether these plans included and I replied affirmatively. I said that I thought =would 25X1A7b note in quite as good shape as the Office of Communications but that they would be able to provide adequate coverage. I later checked my facts with who confirmed that this had been a correct statement. b. I reported to the Director on the status of our fund drive and later in the morning sent forward a letter for his signature to Mr. McNamara. 25X1A9a 25X1A9a c. I reported to the Director that the Department of State wanted of the Office of Security and had offered him a substantial promotion. The Director said that he thought we should help the De- partment, but when he learned that they wanted he backed 25X1 A9a water considerably. It was agreed that Mr. Kirkpatrick and I would get together and make a decision. (I advised Bob Bannerman of this.) d. Mr. Kirkpatrick pointed out that certain Congressional commit- tees have renewed their interest in the polygraph and that we might anticipate more queries. (I advised Bob Bannerman of this also.) e. Mr. Kirkpatrick mentioned recent report on 25X1 A9a the Counterinsurgency Seminar which he attended at the Department of State. The Director said that it was his impression that this course was not as good as it should be. He indicated that he would read report and that he would like to go into some detail regard- ing the quality of this course. (I alerted Matt Baird to this.) f. The Director said that, having been away for a week, he had been able to think and to reflect and that he had come back determined to attack and settle four major problems. He felt that we were the victim of a jurisdictional dispute on the Hill and that we should get the question of a joint watchdog committee settled as promptly as possible. Second, he said that he wanted to make a concerted effort to improve our relationships with the Department of State. Third, he wanted to make a concerted effort to sort out our relation- ships with the Defense Intelligence Agency. Fourth, he wanted to get the NRO problem settled. 2. I met with Bob Daly, Commissioner, Public Buildings Service, and Messrs. Griffin and Byrne of the General Services Administration to tor John Williams' interest in how the contract for Building b S lk ena out a ta what it cost, etc . (See my 25X1 A5a 1 Memorandum of Conversation.) 3. telephoned me about the following items: 25X1A9a a. He advised me that will leave the Agency on 1 May 25X1A9a to assume an Air Force research and development position from which he might well be promoted to a Brigadier General. b. Jack also reported that Bud Wheelon had had a long conversa- tion with Mr. McCone about NRO and that Mr. McCone at this juncture is standing firmly behind Bud in his bid to keep a satellite capability in CIA.
