I told Elmer that his decision did not make any dif- ference to me but that I thought he should realize that if he did not return to the personnel field at this time he probably was burning his last bridge with that Career Service. I also told him that I felt before making his decision he should decide whether he wanted to tie his long-term career to Matt Baird, who will be in the Agency for a maximum of three more years.
