also talked to the Director about it. As a result, he is addressing a memo-
randum to Bob requesting that the Office of Security make a survey of these
functions. This seems like the long way around to tr to come u with a recom-
mendation which everybody knows Walt wants; i.e.,

25X1 A9a 5. I had a long talk with about his future. He explained
that he had just come from a meeting w . Kirkpatrick and Matt Baird in
which Kirk had requested that he remain with the Office of Training as Secre-
tary of the Training Selection Board and in addition become the Secretary of
the Educational Aid Fund. I told Elmer that his decision did not make any dif-
ference to me but that I thought he should realize that if he did not return to
the personnel field at this time he probably was burning his last bridge with
that Career Service. I also told him that I felt before making his decision he
should decide whether he wanted to tie his long-term career to Matt Baird,
who will be in the Agency for a maximum of three more years. (On 18 March
Elmer came to see me again and said that after thinking the whole thing over
he had decided to transfer to the Training Career Service and to accept Mr.
Kirkpatrick's offer.)
