This morning I talked to Bud Wheelon about General Carter's instruc- tions to me to have a fresh look at all contracting, including that of OSA. Bud was reluctant to do this at this time because of so many other problems within NRO. He asked if I felt that I had to proceed immediately. I told him that I did unless General Carter would agree to a postponement. In my presence Bud telephoned General Carter and requested permission to defer any examination of this matter for "a week or two pending settlement of the NRO problem." General Carter said that he thought Bud was pretty optimistic if he thought that this problem would be settled in a week or two, but he did agree to defer any further consideration of this matter until he returns from his trip. 2. I reviewed with Bob Fuchs and their proposed reorganization 25X1 A9a of the Office of Finance, which will take p ace co cident with their move to 2430 E Street. I approved of their recommendations subject, of course, to the usual classification survey. 3. I cleared with Jack Farman and Mr. Kirkpatrick a memorandum for General Carter's signature to the Director of Personnel regarding "problem people." If General Carter signs this memorandum, I propose to distribute it to the Deputy Directors to put them on notice that the Director of Personnel has been charged with moving in on these problem cases. 4. The briefing today by the Technical Division of the Office of Security was not very productive; in fact, it was so unsatisfactory that I asked them 25X1A to come back again when they are better prepared. 25X1A9a 5. I met with Emmett Echols, and to 25X1A9a discuss interracial marriages of app icants for the JOT Program. Tom was adamantly opposed to accepting Negroes with white wives, and I agreed to defer accepting or declining any additional applicants of this kind for a week or ten days. (However, the more we talked about it, the more I became convinced that this is not an insurmountable problem. The colored JOT with a white wife might well be unacceptable under official cover, but this certainly would not rule out his being placed overseas in an unofficial cover position.) John Tet jen telephoned to say that he had briefed Mr. Kirkpatrick on son. He strongly recommended against acceptance for the 25X1 A9a JOT Program, and Kirk has deferred his decision. John anticipated that he might grant a waiver, but in any case there is no action for us to take until Kirk makes some decision.
