1. At the Executive Committee Meeting this morning:
a. General Carter announced that due to Mr. McNamara's trip to
Saigon the Station Chiefs' Conference had been postponed, pos-
sibly until pr .
b. The Director again expressed his strong interest in evacuating
dependents from Saigon and referred particularly (for the second time)
to and his eight children.
c. While I did not understand the full significance of the discussion,
I gathered that the entire NRO organization and charter are being re-
worked.

d. The Director expressed his concern about East Africa and said
that he thought the United States should not get out in the lead in Africa
but should let other friendly countries,
take the lead with our assistance.
2. Bob Bannerman reported that fifty parking tickets have been issued
to date. Forty-one of the individuals involved have forfeited collateral, and
nine will have hearings this afternoon.
3. Jim Garrison reported that according to who is in
in awarding a contract for
our - housing, the bids for the twenty houses alone came to approxi-
mately $480, 000. These bids are too high. The contractors had two general
arguments for the high bids they submitted: (1) telescoped construction time,
and (2) the chance of civil disturbances hi which would make it im-
possible for them to hire the necessary labor force to complete the job on
time. I repeated to Jim that I was not willing to pay a very high premium for
time and emphasized that if at all possible we must find some way to get
twenty houses and fifteen BOQ's for not to exceed $600, 000. (On 26 February
I again discussed this with Jim and reiterated my position. I did say, however,
that we might agree to spend $625, 000 or $630, 000 if the package includes a
house for the Chief of Station.)

4. At the Executive Committee Meeting this morning:
a. The surfacing of OXCART was discussed. Bud Wheelon was as-
signed the responsibility for ensuring proper coordination within the
Agency. As I understood it, the project will probably be surfaced at the
President's press conference on Saturday morning, 29 February. (I
alerted Bob Bannerman.)
b. I learned that had been booted upstairs and that
DD/I and DD/P have a new set of people to deal with -? (I want
to follow up on this to see where has gone and what ef-
fect if any this change might have on CAT's relationship
5. I advised Ray Cline that the Executive Pay Scale position for the As-
sistant Deputy Director for Intelligence remains unchanged. I said, however,
that I thought there was no point in taking any action on Jack Smith now because
if he were put in this position, his salary would not be increased; and, when
the new pay bill is passed by Congress, all such positions will have to be ap-
proved by the White House anyway.
