At the Executive Committee Meeting this morning: 2. 1 approved of I going to Saigon to replace 19 February 1964 b. Dick Helms advised the Director that the FBI had requested that we polygraph an informant in the Oswald case. We agreed to do so provided that the informant, who is now in Mexico City, would be brought to Texas for the interrogation. (Bob Bannerman knows about this.) c. General Carter requested information on the article in this morning's Washington Post headlined "Secret Army Satellite Pinpoints Earth Sites." We furnished him a memorandum on this subject in the course of the day. being sent home for medical reasons. I questioned the advisability of dependents accompanying him; in fact, I questioned the advisability of anybody taking his dependents, but there has been no Agency ban placed upon this to date. at will be taken up tomorrow morning by a new committee which has been set up to consider the evacuation of dependents from Saigon.) 3. I told Bob Fuchs that he should plan to establish a central travel bureau and that we would somehow find enough space in the Headquarters building to ac- commodate this office. 4. John Tietjen was in to talk with me about a number of things: a. John reported that he has had several sessions with and that he hoped they had been useful. John reported that recently we have had a few cases in which JOT wives were considered unsuitable for certain overseas assignments. (I don't know just what to do about this problem because it raises a rather important question. We screen the JOT very carefully when he EOD's, and he hopefully has every right to expect that there are no restrictions on where he can go and what he can do. It comes as a great disappoint- ment to him if we then say that, because his dependents are not emotion- ally stable, he cannot go to certain foreign countries.) c. John reported that the Dependent Medical Facility at the Broyhill Building is operating quite satisfactorily. d. John also showed me a very praiseworthy commendation of Dr. hich recommended promotion 25X1A9A to grade GS-15 . 5. There were less than fifty people in attendance. Inasmuch as this is a $10 million business with granted each year, I should like to see a much greater representation iro Agency components and want to do something special next year to try to bring this about. (See my memo dtd 20 Feb 64 to D/Per s . ) 7. was in to discuss with me a proposal to present a lapel button to employees when they retire or when they receive their ten-, fifteen-, or twenty-year service certificates. I said that, while this idea sounded all right on the surface, there would be many employees who could not now and should not ever wear this emblem, most of whom would be those who have served in the Clandestine Services. This would be just one more small item to hinder General Carter's objective as I understand it; I.e., to make the Agency more homogeneous. (While I don't have any strong feelings against the matter, if I were to make the decision I would not go forward with it.)
