I called General Carter's attention to Mr. Kirkpatrick's cable 25X1 A from Saigon in which he recommended that consideration be'given to the orderly evacuation of dependents. Since this action would require Gov- ernmental coordination, General Carter undertook to explore the situa- tion and to let me know if any action should be required. 1 A9a 25X1A9a moting personnel in grade GS-15 to grade GS-16 prior to the passage of the new pay bill which would result in a considerable windfall to personnel so promoted. He had with him a very strong request from the Civil Service Commission that such promotions be deferred pending passage of the new c . General Carter announced that the Director had received a letter from General Taylor, Chairman of the Joint Chiefs of Staff, in which he requested Agency participation in war games in March which would as- sume a revolt in East Germany. 2. Emmett Echols was in to discuss with me the general problem of pro- 25X1A9a 25X1A9a mean a windfall to-which others will not get, I believe that the Agency should live up to its commitment. In a later meeting which John Clarke and Emmett had with General Carter, General Carter confirmed that we should comply with the Civil Service Commission's request. He also preferred a compromise in the - case, the details of which Emmett has discussed with and have been accepted by the latter. 3. I talked to - about the Office of Computer Services taking on their table of organization. I told Jack that the decision to do this had been made long before the Office of Computer Services was transferred to the DD/S&T and that I assumed we had been negligent in not completing the paper work. In any case, I said that I would consider this to be a breach of faith on the part of the Office of Computer Services if at this point in time they declined to accept this obligation.
