DIARY NOTES
10 February 1964
1. At the Executive Committee Meeting this morning:
a. The Director referred to cables which Mr. Kirkpatrick had sent
from Saigon. I later obtained copies of these cables and noted that Kirk
was very pessimistic about the situation there. He advised against the
evacuation of dependents at this time.
b. The Director said that he and Secretary McNamara would go to
Saigon in two or three weeks to take a firsthand look at the situation.
c. The Director also announced that the service representatives
on the United States Intelligence Board had been withdrawn. They are
to sit as observers, however, and will have the right of dissent from
any estimate.

2. John Tietjen was up to brief me on a number of maneuvers which
have been going on recently involving the use of psychologists by the Techni-
c4l Services Division. It all adds up to no real progress, with TSD and the
Will maneu ering for independence in this area. We are waiting for
to appoint the chairman of a task force to be made up of
personne from t e Medical Staff as well as DD/P to conduct a survey of
psychological requirements in the Clandestine Services. I re-emphasized
to John that I thought the only way he was ever going to get at the problem
was to complete this survey.
3. Emmett Echols was in to discuss several items.

a. The Office of Trainin has requested a one-year extension of
ontract at . I told Emmett that this was all 25X1A6a
right provided OTR did not have among the personnel they are carry-
ing over ceiling someone with the same qualifications. I also said
that should be called in now and counseled that this contract
could not be extended indefinitely and that he should look elsewhere
for a job.
b. Emmett advised me that the report due later this month on the
employment of women in the Agency should be sent to Secretary Wirtz,

not to the Civil Service Commission. He was .inclined to furnish them
some statistics on the percentage of women employees in the Agency.
I said that I did not think we should do this; on the contrary, we should
stand very firmly on the law and decline to furnish these statistical
reports.
c. Emmett recommended that we appoint a woman to the Personnel
Advisory Board. I agreed with this and asked that he solicit nomina-
tions from the Deputy Directorates.

plaint alleging racial discrimination from an ex-employee of the Office of

5. Emmett Echols discussed with me the case of 25X1A9a
Emmett wanted Elmer to become the Deputy Chief of the Personnel Opera-
tions Division and felt that he should not become too involved in other duties
such as Secretary of the Training Selection Board, the Educational Fund
Foundation, etc. I asked him to draft a brief note for my signature to Mr.
Kirkpatrick along these lines.
6. I talked with out a proposed assignment for him to 25X1A9a
go to- I told Bill that I was reluctant to see him go since I felt we
needed his strength and special competence, particularly during the next
two years. He went to great lengths to explain his position, the gist of

7. I talked to Bob Fuchs about the case, and we agreed that a

Headquarters .
