4 February 1964
1. In response to Emmett Echols' request, I approved of the purchase
from appropriated funds of a portable chaplain's kit at an estimated cost of
$160.

25X1 A9a 3. advised me that the Director had received two or three
letters recently about nepotism in CIA. I told Walt that a paper will be com-
ing forward within a few days on our proposal for a summer employment
program and suggested that these letters not be answered until our paper
has been submitted.
4. 1 met with Bob Fuchs, o discuss John
Clarke's table of organization. Of particular interest to us was the career
service designation of the personnel in the Budget Division. We agreed on
a position which I think I can sell to John Clarke.
25X1A9a 5. reported that Colonel Berry from Secretary of
Defense McNamara's office came over this afternoon to see and to discuss
our communications facilities. Colonel Berry explained that Mr. McNamara
had sent him because he was dissatisfied with the speed of Department of
Defense communications and had been favorably impressed with ours.
25X1 A9a and his people explained to Colonel Berry that we were
not in competition with the military and that probably the difference was
that we were smaller and more professional; i.e., our people are here for
a career whereas the military communicators are primarily enlisted per-
sonnel who are not in the service for a career.

6. I advised Bob Bannerman that at the Executive Committee Meeting
this morning had advised the Director that Bud Wheelon wanted
to talk to him as soon as possible about the various contracting options
available in the NASA program. Bob was pleased to hear this since this
whole program is of great interest to the Office of Security.
7. Bob Bannerman reported to me that General Carter had upheld Bob's
position in their meeting with Bud Wheelon yesterday about CIA personnel
being made witting of NRO projects.

8. At about 3 p.m. telephoned to say that a message
had just been received from saying that the 25X1A6a
embassy had been bombed and that he had ordered the evacuation of all
Americans from I got in touch with General Carter and in the course
of the afternoon talked with a number of people in the Agency and in the De- 25X1 C
partment of State about this situation. In sum, appeared to
have hit the panic button very prematurely; and within the course of a few 25X1 C
hours, following a telecon wit this order had been
changed to the ev ents only on a voluntary basis and in an
orderly manner, task fo called into session, and 25X1A9a
four of its members were selected to go to o assist with the reception, 25X1A6a
billeting, redeployment, and other arrangements tor those dependents of
Agency personnel evacuated. (As of the close of business on 5 February, 25X9A2
the total number of dependents evacuated had reached-
