1. Bob Bannerman telephoned to sav that the Department of State had of-
Meeting this morning. He asked me to ensure that Marvin saw Secretary Rusk
so that he is set up properly and gets full support from the Secretary. I
talked to Bill Crockett, Deputy Under Secretary of State for Administration,
about this, and he assured me that he will arrange for Marvin to see Rusk.
2. At the Executive Committee Meeting this morning:
a. The Director said that Secretary Rusk had requested that he loan
the Department a top-flight technical man to assist his technicians in the
sweeping of certain executive off ices . Mr. McCone asked me to lay thi s
on with Bill Crockett. I talked to Bill about this later in the day. He knew
nothing about it but was appreciative of our offer and said that he would
speak to the Secretary to find out exactly what he had in mind. Bob
Bannerman also advised Ray Laugel of this and told him that we would be
glad to make a man available at any time.
b. The Director, having returned from his European trip, did not
make a detailed report this morning. He was obviously concerned about
France, DeGaulle's recognition of Communist China, etc. He also said
25X1 A6a that our position in- had not been understood by any of the European
capitals which he had visited.
25X1 A9a 3. telephoned to say that FMSAC wanted to set up a
special signal center in their control room and wanted to get all NSA traffic as
well as a lot of other traffic. He will meet with them this afternoon to try to
come to grips with their requirements. I asked him not to make any commit-
ments without a complete staff job which would include cost in terms of money
25X1A9a as well as manpower.
4. Jim Garrison brought in who had just

leases for those personnel who had been transferred PCS and evacuated their

homes. also did a very good job in moving our permanent
quarters construction program forward. Thanks to 25X1 C
strong support, it appears that we will get started before the rainy season
and will have quarters available sometime within the next several months.
I asked Jim to keep ushin on this but emphasized that we must firm up
our agreement establishing our clear owner-
ship of these properties before we obligate any money. In general the plans
call for the construction of eight duplex family units and eight BOQ's at one
location, twelve family duplex units at another location, and eight BO 's at
a third location. All of these locations, however, are at (In
this connection, I want to write a Memorandum for the Record spelling out
the number of these quarters which are planned fox_so that there will 25X1A7b
be no misunderstanding about it in the future.)
5. - telephoned to thank me for stirring up some interest in his
qualifications and said that he is scheduled to see and Bud Wheelon
next week. I told him that John Bross would have no vacancy for which he
could even be considered for another six months. He requested that his in-
terest not be made known to the Technical Services Division and also said
that Mr. Kirkpatrick had told him that he wanted to have a further talk with
him when he gets back from his trip.
6. General Carter came down and we discussed several items.

a. He advised me that he had just received a call from General
Blake of NSA about -. General Blake said that a group was plan-
ning the instructions which would be given to the military commander of
the peace -keeping force going into if agreement along these 25X1A6a
lines is finally reached. General Blake and General Carter wanted to
make sure that we crank into any such planning instructions regarding
the protection of our installations, the essentiality of uninterrupted
communications, etc. I got to work on this right away.
At the close of business, however, we had been unable to find out exactly
who was planning what. (I want to pursue this further with Howard to-
morrow.)
b. I talked to General Carter about our summer employee program.
He asked for a paper saying that he could make a negative decision, but
since a positive decision would mean possible political criticism he would
want to discuss it with the Director. (I have asked and the
Office of Personnel to come up with an appropriate paper.)

of a single individual. Apparently there is a growing tendency to do this
in the DD/S&T. This complicates his security problems since some of
these people are working in Agency buildings in the same way and to the
same extent that a staff employee works; however, they have not been
given a comparable security investigation or a polygraph interview. Bob
will meet with Emmett Echols and others to talk about this within the
next few days and will come up with some proposal as to how this situa-
tion should be handled. He will probably request that all such "EOD's"
(not contracts) come to the Office of Security through the Office of Per-
sonnel. (In this connection, I seem to remember that Jim Garrison
discussed this same problem with me some time ago from his point of
view and I had requested that he submit a paper to me on this very sub-
ject which would enable me to seek policy guidance from General Carter.)

b. I approved of a field trip by Bob Bannerman and 25X1A9a
next week from Monday, 10 February, to Thursday,
13 February.
c. Bob briefed me on a complaint by General Greer wherein some
CIA people had been cut in on NRO projects without proper security
clearances. Bob and Bud Wheelon have a difference of opinion as to
what answer we should give General Greer. Bob wants to admit that we
made a mistake and tidy up the whole thing. Bud, on the other hand, wants
to tell General Greer that we reserve the right to cut in anybody in CIA
25X1 A9a at any time we want. Bob feels that this would give he right to do
the same thing in the Pentagon and is very much opposed to it from a
security point of view. He and Bud will meet with General Carter this
afternoon to present their separate views and obtain policy guidance. I
gathered from talking to Bob that Bud's procrastination and failure to make
positive decisions and move in precise directions is causing the Office of
Security considerable difficulty.
d. I asked Bob Bannerman to rewrite the paper on the status of
security clearances for DIA people working in our buildings and to set
forth clearly the three categories of personnel in question and the status
of each.
