1. At the Executive Committee Meeting this morning:
a. The Director expressed his desire to push our early retirement
legislation and was somewhat critical o for not reminding
him to do this at last Friday's (10 January) meeting with Senator Russell.
b. The Director said that, pending a review by the President of the
Government's Cuba program, the activities of the Special Activities Staff
were "stood down . "

c. Colonel J. C. King, who had just returned from - with the 25X1 A6a
President's special team, gave us a briefing on the situation there. In
general he felt that United States forces had maintained admirable re-
straint under most difficult conditions and that there seemed to be no
doubt that communists had been very instrumental and successful in
developing a fairly minor incident into a major crisis. Our communica-
tions close support team, which was sent down on a crash basis, was
extremely helpful.
2. John Clarke asked me to check with Larry Houston to determine whether
we need General Accounting Office clearance prior to going to the Appropriations
Committee on the $1.7 million expenditure for the new printing plant.
3. I had a telephone call from one of President 25X1 A9a
Johnson's military aides, inquiring about a job with the Agency. (See my Memo-
randum of Conversation, which I have referred to General Carter.) 25X1 A
4. I spent a few hours at and was very favorably impressed
with the support aspects of NP Fs operat on.
a. There is still almost 70, 000 square feet of space which is unoccupied;
however, it does not appear that we are going to be able to use this for the
Agency. The Defense Intelligence Agency, having come almost full circle in
trying to avoid consolidating with NPIC, now appears ready to do so and will
occupy most, if not all, of the 70, 000 square feet. This is of course what
the center was designed and built for, and this plan should go forward if pos-
sible.

b. I also looked at the fire problem growing out of the blocking off
of one stairwell from the sixth floor. According to GSA safety people we
are either going to have to open this stairwell or hang a fire escape on
the outside of the building for the Coast and Geodetic Survey people on the
sixth floor at an estimated cost of some $35, 000. In the light of the Presi-
dent's economy program, I think that we probably should remove the
barrier and avoid spending the $35, 000. (It seems clear to me, however,
that we probably made a great mistake in not evicting the C&GS people
when we moved into but it may not be too late now to con-
sider this possibility.)
5. I met with Jack Earman to discuss a report which he had prepared for
General Carter concerning . I told him that it did not seem
to me that his report came up with anything which the Office of Logistics could
rather than a mere tabulation and also that I thought he would be interested in the
extent to which the regulations are being complied with.
I said that it seemed to me that General Carter would looocto
Inspector General for an evaluation of the necessity for all these properties
not have provided on short notice if people complied with the regulations

6. John Clarke advised me that he has a paper from- proposing an
increase in salary for our OXCART pilots. I told him that I agreed with him that
this matter should be staffed out by the Director of Personnel and also that the
last time we took this up with General Carter he felt that these pilots were pretty
well paid under current scales.
7. Bob Bannerman reported that the hassle with the union at th
is still going on. (At the Executive Committee Meeting on 15
January Bud Wheelon reported that an injunction against the strike had been ex-
tended until 30 January, at which time the entire contract comes up for renewal.)
