1. telephoned me prior to taking a proposed contract
with the for signature. I told him
to take it over but to make sure that it was not finalized until our appropriations
bill is actually passed by Congress. I also told him to caution the Chief against
any publicity, telling him that this situation was most unusual and that, if we
should get any publicity, Congress might forbid us to give him any money.
2. At the Executive Committee Meeting this morning:
a. The Director appointed Larry Houston to be the Agency's repre-
sentative to work with appropriate Administration people in connection
with the Kennedy Memorial Library. He asked Larry to ensure that Bob
Bannerman was brought into the picture and said that, while he wanted to
cooperate, we must insist that good security be maintained. The Director
is concerned not only about any input which CIA might make to the Library
but also about CIA or other related material which the White House may
have, the release of which might jeopardize security.
b. The Director announced that he would brief the Mahon subcommittee
on 15 January.
c. Mr. Kirkpatrick announced that plans have been completed for the
two-day Project USEFUL for military personnel and that we anticipate
having a class of about fifty sometime in February.
3. Jim Garrison was in to discuss several items.
a. I talked to Jim about locating a contracting officer physically in
TSD to handle their contracts and asked him to do this as soon as possible.
b. Jim called to my attention a proposed contract which DD/S&T wants
to let for the procurement of the personal services of a em- 25X1A5a1
ployee. In view of the gray area here between contracts for personal serv-
ices, which is done by the Office of Personnel, and other contracts admin-
istered by the Office of Logistics, I asked Jim to submit to me all the facts
set forth in a memorandum.
