1. At the Executive Committee Meeting this morning:

b. General Carter is in the hospital in Honolulu and is apparently
quite sick with some sort of virus.

2. John Tietjen reported that he believes he has worked out a satisfactory
formula with inasfar as their psychologists are concerned.
Briefly, it would add up to something like this: The Technical Services Divi-
sion would furnish indirect psychological support to those agents with whom
they are not actually in contact and to case officers who are handling agents.
The Assessment and Evaluation Staff would furnish psychological services to
all staff employees, staff agents, contract agents, and those agents who fall
under the purview of the Agent Panel. Further details will be contained in a
paper which Dr. Tietjen will send me, but this sounded like fairly good prog-
ress.
3. were up to brief me on the
status of stationing destruction devices at every location where we have a
KW-26. The program is far from completion; however, every station which
has a KW-26 does have some kind of destruction device. I also spoke to Alan
Warfield about the fact that we have not yet received the 600 units which we
ordered a year and a half ago. I asked him to put some pressure on
to get these devices delivered as promptly as possible, and I
cautione that we must take every possible
step to ensure that none of these coreboards fall into hostile hands.
4. Alan Warfield was in to discuss several items.
a. Alan reported that he has reviewed all his personnel problem
cases and that, in general, they have been able to induce these people
to retire rather than to prefer charges against them. He anticipated
that this kind of pressure would have to be continued, and I encouraged

him to do this in those cases where people have outlived their useful-
ness, do not have adequate flexibility, etc.
b. Alan felt that we should get moving promptly on some of the 25X1A6a
equipment for He has made his feelings known to Bill
and I suppose that there is nothing else we can
o until the NE Division and DD/S&T have made more positive decisions
about where they are headed.
c. Alan advised me tha expects and wants to retire as 25X1 A9a
soon as our new Printing Services plant has been built and occupied. In
this connection, Alan has been thinking about replacing Bob with George

d. Alan also talked to me about upgrading some of his Deputy
Division Chiefs from grade GS-15 to GS-16. I said that I had no objec-
tion to the reclassification of these positions but that I had no way at the
moment to increase his supergrade ceiling.
e. Alan also reported that the owners of the , which
was condemned some time ago, have now agreed o accept 174, 000,
which is only $22, 000 more than they paid for the property in 1961. I
told Alan to tell the justice Department that this settlement is all right
with us.
5. Mr . McCone buzzed to ask me to consult with the Director of Per-
sonnel and the Director of Security to try to come up with a candidate,
preferably two or three, who might be considered for a new job of Special
Assistant to the Secretary of the Treasury to deal with and be responsible
for presidential protection. The job would apparently be set up at the As-
sistant Secretary level. It would require someone who has had some experi-
ence in this field and also someone who has had good administrative experi-
ence and, above all, has good judgment. He mentioned William Parker, the
Chief of Police of Los Angeles, as the type of man who would be good for
this job but said that he was certain Mr. Parker would not be interested at
this time. He also suggested that some military people might be considered.
I told him that I would get at this right away and that we would try to cover
the waterfront in our consideration of possible candidates.

6. John Tietjen reported that he is finished, at least for the moment,
with the case and that he sees no reason why I shouldn't
deal with Harry as a purely administrative case. In fact, he thought that
a little reprimand would be very healthy for Harry since he knows that he
deserves it and would probably be disappointed if he didn't get it. (I will
therefore want to talk with Harry sometime soon.)
