I talked to Dr. Tietjen again this morning about the possibility of more active participation by him in the Intelligence Community effort. Following an earlier discussion with Bob Bannerman, it seemed to me that the Agency has unique experience and expertise in the screening and han- dling of personnel for sensitive intelligence work. It seems obvious that no one else in the Intelligence Community can offer us any competition and that, even if they had the knowledge, they might be prevented by regulation or law from giving proper attention to these cases. I asked John to give some thought to this suggestion while he is on his. trip and to see whether he could come forward with some concrete propo sal wherein we might be able to offer the benefit of our experience and expertise to the Community with the possible ultimate objective of developing higher and more uniform standards throughout the Community. He was appreciative of this sugges- tion and said that he certainly would give it some more thought. (I also want to discuss this idea with General Carter.) 2. Bob Bannerman, Howard Osborn, and I discussed the Department of State's interest in starting a polygraph program. We all agreed that we could not under any circumstances polygraph Department of State applicants or employees for them but that we should offer assistance in the develop- ment of a program. In this connection, they have discussed with the WE Division the possibility of locating a base in or - anwill attempt to clear this with the partment of State tomorrow. 4. I asked whether the Director had any particular re- action to John Tiet en s suggestion that a psychiatric study be made to see whether presidential assassins or would-be assassins fall into any given pathological category and what might be done about it. Walt said that the memorandum had been received but had been given to who is assisting the Director on the President's Committee on the Warren Report. The Director has not seen John's memorandum yet, but Walt anticipated that he would see it in due course. In the course of re- viewing his files, he noted that as been in grade for eleven years and said that he would like to recommend Mul for promotion to grade GS-16. He thought that Mul is very deserving at this point in time. I told Glenn that his recommendation was very much appreciated and was very timely inasmuch as we are considering people for promotion from grade GS-15 to GS-16 and Mul is in the zone of consideration.
