1. At the Executive Committee Meeting this morning:

a. I reported that the building had been cleared in eighteen min-
utes during our fire drill yesterday.
b. I also rep d hat I expected our communications link to the
Office of Security office to be activated by next Wednesday,
14 October, or possi y es ay. The Director asked that McGeorge
regarding an inquiry from the General Accounting Office about contracts
taking action on such requests received through the legislative liaison
channel without first checking with our Office of Communications.)
2. Alan Warfield reported that the Key Building deal is going through..

4. Larry Houston reported that the President signed the bill authorizing
Federal pay increases retroactive to 1 July 1964. We can therefore distrib-
ute the remainder of our checks. (I so advised Bob Fuehs.)
S. Bob Ayers, President of Government Services, Inc., telephoned to
Osborn to look into this and to let me know if this action was really necessary.)

6. I talked to General Carter and John Bross General
Carter had not seen the memorandum which I addresse o m; owever, I
gathered that he is still quite skeptical about John Bross. seemed

on the SIGINT side without considering the rest of the Agency and that it
might be worthwhile to discuss this matter at an Executive Committee Meet-
ing .

Uppermost in his mind were his retirement prospects--not how soon he
could retire but how late .
8. Bob Fuchs was in to discuss the following:
a. Bob reviewed his proposed promotions to grades GS-14 .and
GS-15; I approved. (I think that there is a misunderstanding regarding
how many supergrade allocations he has, and we will want to get this
straightened out before too long.)
b. T approved of Bob's requesting- Chief of the Industrial
Contract Audit Division, to remain for at least a year after he reaches
age sixty, I reserved decision as to whether now in

9. I talked to General Carter about the case of I did not
ask him for a decision, but it was obvious that he wo s art a recom-
mendation for termination at this point. (I am therefore oing to instruct
Emmett Echols to try to find another position fo~in some place
other than the Clandestine Services and to place hint. on probation in that
component for a reasonable period of time.)
