2. Retroactive Pay Raise
On 20 August 1964 the Comptroller - General ruled that the Agency
had the authority to pay retroactively Its employees since 5 July 1964. The
Director stated that he wanted the Bureau of the Budget to sign off in writing
which has now been accomplished and the House and Senate Post Office Com-
mittees were contacted for their reaction. The Senate has referred it to the
House Committee. As of this moment, the House Committee has not given
an official position, but it is indicated that they will not object. In fact, this
may be helpful to what they have in mind. The GAO will publish their letter,
presumably in the Federal Register. Agency notice has been held up pending
settlement of our position vis-a-vis the Congress. This should be clarified
within the next several days. Meanwhile, the Office of Finance is geared to
proceed with the computations for payment in the 11 September check of
practically all aspects of the new salary program.
3. Possible Cut in CIA Appropriation
Senator Russell has initiated a letter (which should be received by
the Agency in September) which proposes the withholding from Agency ap-
propriation of $20 million, $10 million of which will come from the Reserve
and $10 million from the Operating Fund. Kirk proposes to make up the
$10 million from the Operating Fund by deferment of procurement, research
and development, funding of certain CA activities and some ceiling limita-
tions. As I understand now, it does not appear that the headquarters com-
ponents must take arbitrary cuts. The Director does not know why the Senator
is taking this position.

4. Congressional Briefings
In regard to the above item, Kirk feels that the Agency's job in
briefing the pertinent Congressional committees on the Agency's mission
is not good and he proposes a concerted campaign along this line starting
in January 1965. He feels that an educational program will eliminate some
of the misunderstandings that have developed in the past year.

7. Retirement Bill
The Director stated that if we are to get a Retirement Bill through
the Congress this year, a special effort has to be made. A series of meetings
have been held in the Agency for revising some of the requirements under the
Bill. Meanwhile, the Senate Staff prepared their own version of the Bill for
Senate consideration. We have not had a chance to compare the provisions
of the two. At the moment, the outlook, while very discouraging, is not
hopeless.
8. DCI Trip
The Director is planning a trip to Europe the end of September which
is being set up as a special. briefing mission.
