I checked with Howard Osborn, who told me that Clyde had been polygraphed and had been clean. I then checked with Bob Bannerman, who indicated that he had no further objection to Clyde's employment under the conditions which we outlined. Accordingly, I returned Tracy's call and told him that we would offer no further objection provided he laid these conditions on the line to Clyde and that a Memorandum for the Record was made of the conversation and placed on file with Clyde's contract so that there could never be any question about where he stood. Tracy agreed to do this, I also reminded Tracy of Mr. Kirkpatrick's interest in this case and that he would have to submit a paper for O-DCI approval because Clyde is being hired at a salary in excess of the grade GS-15 rate. Tracy understood and agreed to these conditions. 2. Bob Fuchs telephoned to say that after talking with Howard Osborn he felt that the Office of Security could probably do a better job than the Of- fice of Finance in compiling the facts concerning our relationship with two of the three Department of Defense employees who were indicted for em- bezzlement and that the Office of Finance could probably do a better job on the third. I said that, notwithstanding who made the major input, I would, look to him to prepare the over-all paper on all three cases and reminded him again that it should be as brief as possible.
