At the Executive Committee Meeting this morning I reported that we were not sure what effect Secretary McNamara's order regarding Army re- servists would have on the Agency. I explained that we would expect to re- lease only 285 of our 2, 200 reservists in case of actual mobilization and that this situation might well be one at which Secretary McNamara is aiming. I also said that, while I thought this program was not terribly important to the Agency, it was quite important to a number of individuals in the Agency since reserve status means extra annual income-as well as extra retirement in- come later. The Director suggested that we explain our special situation to Norman Paul and Secretary Ailes. He anticipated, however, that there will be a great deal of controversy over Secretary McNamara's decision and that perhaps we had better just get in line with our argument. (Later in the morning of MMPD attended a meeting on this subject at the Pentagon after which he reported that it does appear that our program will be one of those at which they are shooting. We are now posed with a dilemma, which I will try to sort out, since the Department of Defense has requested a great deal of detailed information, including name, about each of our re- servists. This would be a rather long list and would be contrary to our policy of not providing rosters of our personnel to anyone outside the Agency.) 2. Colonel Mitchell Giblo of the National Aeronautic Association called to follow up on the conversation which he and Mr. Ong had with me on 19 November 1964. I told him that, although no decision had yet been reached, I thought one would be reached by the end of the week and that someone would then get in touch with him. Bob Bannerman and I met with John Clarke, Emmett Echols, and others to talk about the reduction in personnel services money which the Bureau of the Budget is trying to effect in Fiscal Year 1966. I think that we gave John some good ammunition for further discussions with the Bureau. However, it seems reasonably certain that we will have to take some reduc- tion and that our personnel services money for Fiscal Year 1966 will be very tight indeed unless we reprogram in order to provide additional money. D.
