General Carter said that he does intend to go ahead with a sum- mer employment program like we had for some years. I told him that I had sent Mr. Kirkpatrick some briefing notes last week which I under- stood were to be used by the Director for briefing the White House and the appropriate Congressional committees. General Carter thought we should clear this program with our Congressional committees and the White House and publish a Headquarters Notice before the Civil Service Commission proclaims its anti-nepotism rule, which we understand they will do again this year. b. General Carter said that Mr. McCune is again anxious to evacu- ate dependents from Saigon. Further discussion confirmed my earlier opinion that we shall have to wait for national policy on this score, but at least we know where the Director stands. 25X1A d. General Carter said that the President has made several very strong statements recently about leaks to the press. He therefore di- rected Paul Chretien to give him a memorandum by 1700 hours today setting forth the understandings which any Operating Official has at the moment regarding any special relationship with the press. Of course, this has nothing to do with the Headquarters Regulation which requires the reporting of all contacts with the press. After canvassing our Of- fice Heads, I gave Paul a negative report for the DD/S area. Matt had told me on Saturday, 23 January, and repeated again that the Midcareer Course students had been the most favorably im- pressed by the DD/S presentations and the most unimpressed by the DD/P presentations. Many of them were extremely critical of DD/P 25X1A9a speakers, including Matt said that the critiques are so bad that he is almost afraid to show them to Tom and really doesn't know what to do with them. I said that I thought we could not just bury this but must do something but that I would reserve judgment until I had read the critiques, which Matt will send forward. b. Matt reminded me that we have not yet received formal approval of our proposal to convert contract language instructors to a project, where they won't count against our ceiling. (I want to follow up and find out what has happened to this proposal.) 25X1A9a 4. I had lunch with Matt Baird and discussed the following items: a. Matt told me that he had a serious talk with 25X1A9a within the past few days and that, while he thinks Jo s o very much and would like to be right where he is if he must be in Headquarters, he believes that deep down Jocko really wants to go back overseas. In fact, Jocko told Matt that he felt this way. Matt took the position that Jocko would have to tell Dick Helms about this, and I think that this is correct. At the same time, however, I told Matt that, if Jocko really feels this way and Dick has an assignment for him, certainly there would be no hard feelings as far as I am concerned. (I am going to have lunch with Jocko on Wednesday, 27 January, and will perhaps then have a better feel for this situation. 25X1A 25X1A9a c.
