I reviewed a paper which Emmett is preparing for the Director to use at the White House and before our Congressional committees to defend our summer-only employment program. Emmett wished to 25X1A9a nominate as his replacement. (I didn't know that Bill was planning to leave that soon, and I do want to look into the matter.) c. Emmett asked me whether I could do something to eliminate DD/P's complete disregard for any time limit imposed on the coordina- tion of regulations. He said that DD/P has held some regulations for months without taking action of any kind. (I do want to follow up on this.) d. Emmett reported that the Deputy Directors have all signed off on the Employee Activity Association paper and that he is now ready to brief Mr. Kirkpatrick and anyone else who needs to be briefed. (I should therefore set up an appointment with Kirk and possibly General Carter sometime soon.) 25X1 C4a e. Emmett complained to me a little bit about the charge of delin- quency against the Office of Personnel on preparing a periodic statistical report on nonstaff personnel. He said that he first saw this requirement three days ago when it was handed to him by 25X1A9a 5. John Clarke telephoned to say that he attended an interdepartmental budget officers' meeting at the Bureau of the Budget today and everybody was protesting the average salary limitations being imposed by the Bureau. Sub- sequently, he talked privately with Bob Amory and learned that the FBI had received some relief. Other agencies in general did not. John was hopeful that we might also get some relief within the next few days.
