DIARY NOTES
23 April 1965
1. I spoke to Larry Houston about our early retirement regulation and
again expressed my hope that Senator Saltonstall would sign off in time for r
Mr. McCone to authenticate the regulation before he leaves the Agency.
2. Emmett Echols was in to discuss several items.
a. Emmett spoke to me about retirement, which Gene
now wants to postpone until 1967. I told Emmett that, although I had no
objection to this, I thought Gene should go to the Pentagon and discuss
the matter with the appropriate people. He has been given a few exten-
sions already which he arranged personally. I emphasized to Emmett
that the Army should make this decision and that we should not use any
of our credit requesting this action.
b. Citing the case of daughter, who would like to be-
gin work as a summer-only employee now instead of on 1 June because
of her college scheduling, I decided that there would be no objection to
this as a matter of principle and that this decision should be applied to
all other fully-qualified dependents. In this connection, Emmett assured
me that the roster of qualified and rejected dependents will be ready by
30 April.
c. Emmett felt that he needs some guidance about our Midcareer
Executive Development Program as a result of the study which -
made recently. I said that I would be very glad to sit down and talk with
his people about it.
d. Emmett and I discussed our recruitment brochure which has
Mr. McCone `s picture on the cover, some statements by him in the
text, and a picture of President Kennedy. We have several thousand
of these brochures which should be used before a new one is put in
circulation. A flyer from Admiral Raborn should now be placed in the
body of the brochure, and we should substitute pictures of President
Johnson and the Admiral when the new issue is printed.

ing visited him to complain about the great mistake which he felt the
Agency made in eliminating his Area Training and Americans Abroad
Program.

3. Mr. Kirkpatrick telephoned to say that Pat Coyne had called him to
solicit summer employment for his eighteen-year-old son and that he had
encouraged Pat to send us the application papers for our consideration. I
protested strongly to Kirk that I thought this was an error and that, if we
accepted Pat's son, hundreds of others could make the same claim. Kirk
said that he felt sure we could turn down the boy and that he would find some
way to do this later. I will gladly defer to him to do this but will insist that
it would be a great mistake to hire this boy for summer employment.
4. I talked with letter regard-

as soon as possible after his return to the States on or about 6 May. Further-
more, if Bill wants the Agency to furnish a replacement for Jack, it would
be to our advantage to do so.

for - effective the date of Terry's resignation as a staff em-
ployee. (I passed this on to Emmett Echols.)
8. was down to talk with me about what we might be able
to do for General Carter's secretaries,
since Hank understands that Dick Helms plans to bring his own secretary.
I talked with Emmett Echols about this and arranged for Hank to talk with
these two ladies and then to refer them to Emmett.
