I talked with Larry Houston again about the Certificate of Necessity for space in the vicinity of the Key Building. He will talk with Joe Moody, General Counsel of the General Services Administration. On Friday, 23 April, he told me that he talked with Mr. Moody and that he now believes the best thing for us to do is to submit the Certificate of Necessity. (Larry is modifying the language.) 2. At the briefing this afternoon by the Procurement Division of the Office of Logistics, brought to our attention about seven con- tracts which NPIC awarded during May or June 1963 which we later had to cancel without getting very much for our money. (I asked Jack Earman to look into this in connection with his current survey of NPIC. I emphasized to Jack that I was not being critical of NPIC but that it seems these contracts were hastily let toward the end of the Fiscal Year. 3. Howard Osborn was in to discuss several items. a. Howard advised me that he and will brief the Moss subcommittee staff on our polygraph researc on Tuesday, 27 April, at 10 a.m. I asked Howard to arrange for Steve to give me a briefing after 27 April on our research and development effort in this field. b. I talked with about my surprise when- 25X1A9a told me at the National Interdepartmental Seminar reception that he would replace Tom looked into this and reported that 25X1 A6a Howard is in a DD/P slot and that is in a DD/S slot. They 25X1A9a plan to replace Carl with a DD/S man at the end of Carl's tour of duty. I am not sure this is kosher, but since I have no desire to have more than one man in the war planning business - I shall offer no further objec - 25X1 A6a tion. I want to make sure, however, that this slot is identified with the "S" Career Service in lieu of the "SL" Career Service, which I understand is now the case. 5. called to say that the Director has invited the President 25X1 A9a to come to the Headquarters building next Wednesday, 28 April, for Admiral Raborn's swearing-in ceremony. If he accepts, we hope that he will present the National Security Medal to Mr. McCone at the same time. The Director scratched the plans to present the Distinguished Intelligence Medal to General Carter on Monday, 26 April, with the hope of including this in the Wednesday ceremony with the President present.
