1. I spent a good part of today with John Bross, Dick Helms, and
others briefing some of the OSS alumni. sDec1ficatly Allen Dulles, Frank
We gave them a
reasonably good briefing on what the Agency is trying to do
how it operates
,
,
what kind of employees we have, what their qualifications are, and what
type of people with what qualifications we are trying to recruit. John Bross
gave an excellent explanation of why we are trying to establish an Educational
Aid Fund. The visitors were most receptive and enthusiastic about the pos-
sibility of attaining our goal, and all volunteered to help organize a fund
drive. John explained that we anticipate we would need about $40, 000 per
year, of which perhaps $15, 000 could be raised by subscription within the
Agency. The remainder would have to be raised outside the Agency. Of
course, the ultimate objective is to establish a fund of about half a million
dollars which would keep it operating. (On Friday, 16 April,
called and talked to me for a long time about his enthusiasm for the fund
drive and said that he was writing a letter to John Bross and me pledging
a personal contribution of $3, 000 and offering his help in organizing and
running the fund. He said that he would send copies of his letter to other
members of the Agency who were present at the briefing, and he made sev-
eral other suggestions. He recommended that in our presentations we should
emphasize that a contribution to the EAF is tax-deductible. He also sug-
gested that we give careful consideration to our investment counselor and
went to some length to recommend Alex Brown & Sons and Glore, Forgan &
Company. Representatives of both these companies are friends of his and
handle his financial accounts. He thought that our recruitment brochure
was good, and I undertook to send him fifty copies right away. He thought
that John McCone would make a good chairman of the outside Board of Trus-
tees and that Russ Forgan might be a good Vice Chairman. Frank was so
enthusiastic that I don't know whether we can keep up with him.)
2. At the Executive Committee Meeting this morning I gathered from
remarks made by both Ray Cline and Jack Earman that the building, person-
nel ceiling, funds, etc . , for NPIC will be substantially less than their re-
quirements in the next two, three, or four years. I was particularly inter-
ested in these remarks from the standpoint of the building. (I asked George
extension on the present building, etc.)
