1. Matt Baird telephoned to say that of the 25X1A9a
Office of Personnel had been nominated to rep ace on t e Career 25X1A9a
Trainee Selection Staff. Although Matt thinks well o he would 25X1A9a
M
prefer a DD/S careerist who has had overseas service. I told him that we
would consider other candidates for this position but that he can assume I
have no objection to if he does not hear from me to the contrary 25X1A9a
by the end of the week.
2. I met with Emmett Echols, - John Clarke, and =
about our supergrade and Scientific Pay Schedule problems.
This meeting certainly confirmed that, not only has BPAM done nothing
about this problem with the Bureau of the Budget, they really don't know the
facts. I asked Emmett to draft as a matter of high priority a staff study
making specific recommendations about the posture the Agency should take
both internally and with the Bureau on this problem.
3. At the Executive Committee Meeting this morning Larry Houston
announced that the House Appropriations Committee would hold budget hear-
ings for CIA on Thursday, 22 April.
