I told him that I didn't have any job for him in my own area of responsibility but thati would inquire around to see whether any- one else did. I said that I would call him early next week. (I remember him well and favorably, and he might do very well indeed in NIPE or BPAM if they wish to bring in someone at his level. I will mention this to John Bross and John Clarke.) 2. I met with Alan Warfield and to talk about the pro- ceedings of the CIA Retirement Board to date. I gathered that the DD/P members, 1 :1 and Jim Critchfield, have been arguing for extreme flexibility which would allow the individual employee to decide whether he would earn his retirement credit under the new system or the old Civil Service system. I expressed my opinion, with which I believe Alan and Harry agreed, that, while I was certainly in favor of flexibility, I felt that the options should be decided by the Agency and not the individual. It seems clearer all the time that many DD/P people will try to find some way to avoid retirement rather than take advantage of the opportunity to retire when they are eligible. In the light of the presentations which we made to Congress to get this legislation, it seems to me that the Agency has a real obligation to insist that most people who are eligible to retire under the new system do so whether they like it or not. 3. Alan Warfield, today on the Office of Logistics. a. George reported that they have recovered eighty-two surplus manual typewriters. 25X1A2D2 b. Most of the briefing was taken up with a discussion of the pro- posed reorganization of the Office of Logistics. The major feature would be the establishment of a new Control Division, which they be- lieve would eliminate a tremendous amount of duplication and paper work within the Office of Logistics. I think that they are on the right track in streamlining the organization. I encouraged them to proceed but to make sure that they test their new organization theory before they make the changeover since the change is a rather major one and service to the Agency must not deteriorate. They also proposed to transfer the Passenger Movement Branch to the Central Processing Branch of the Office of Personnel. I think that this probably makes a great deal of sense. The only reason it has not been done before has been the very strong argument by the Office of Logistics that it could not be done this way. Alan and George, however, are in sharp dis- agreement with this position. They will send forward a specific pro- posal in this regard. e. Alan reported that the Project has now been eliminated and that the entire facility is being. operated locally. 4. Vice President Humphrey visited the Headquarters building this afternoon for a briefing, and those who attend the Executive Committee Meeting were invited to join him and the Director for coffee. The briefing must have gone well; the Vice President was very enthusiastic in his sup- port of the Agency. I personally found his enthusiasm and his personality in general most attractive. 5. I talked with Mr. Kirkpatrick about the following items: a. I talked with Kirk' about changing the name of the JOT Program. I shall therefore proceed with this change without further delay. b. I talked with Kirk about John Macy's invitation to the Agency to send someone to a Brookings Institution program in New York City and Pittsburgh from 10 to 21 May. He thought that this individual should come from the Support Directorate and authorized me to nominate anyone I saw fit. He rather encouraged me to participate in the program myself; I will consider it. 6. I talked with Mr. Kirkpatrick about our scheme to spread the Agency briefing officer's workload among several people in the Office of Training as phases out of this job. Kirk approved of this and felt quite strongly that this function should not be transferred to the Office of Central Reference.
