The number of messages which we handle continues to grow. During the period from 1 July through 31 December 1964, our communications facility handled 1.8 million messages. We have been able to handle this increase only because of the KW-26 and other mechaniza- tion, but we have almost reached the saturation point. In looking behind these figures, it is apparent that CIA is primarily responsible for the con- tinued increase and that the Africa Division is responsible for a large part of it. It appears that the Departments of State and Defense are not respon- sible for much of the increase. (I asked to prepare a briefing 25X1 A9a on this subject to present to the Financial Policy and Budget Committee, which I will arrange.) 4. Larry Houston advised me that some questions have been raised about our booklift contract because of interest on the part of a Congressional committee which is looking into Air Force sole-source procurement. Larry advised me that, as a result, the booklift contract will probably be turned over to MATS in the United States and opened to competitive bidding.
