At the Executive Committee Meeting this morning there was a dis- cussion about whether recipients of National Intelligence Estimates have the authority to make further dissemination of either the NIE or parts thereof. I understand that no current law, rule, or regulation places any limitation upon what a recipient of an NIE may do with the information. General Carter asked Ray Cline to pursue this and indicated that he thought he might raise the subject at a USIB meeting. While this question involves policy as well as security, it is very closely related to the problem which was raised earlier by Sherman Kent and more recently by out 25X1A9a the rather wide dissemination of sensitive intelligence information. question might become of interest to the USIB Security Committee.) They seemed to be in reasonably good shape with one exception. In fact, $26, 000 of the total $30, 000 is owed by one 25X1 A9a man named (I asked Bob to prepare a memorandum for Mr. Kirkpatrick on the account since Kirk originally handled this 25X1 A9a case.) 5. He can, of course, use Dick in the Office of Communications as a special as- sistant but thought that some other assignment, such as a tour of duty on my staff or the Inspector General's staff, might be beneficial to his career. He reported that he talked with who accepted the Agency's decision very well.
