1. I talked with the Director about leasing a Chrysler limousine. I
explained to him that the $2, 000-a-year rental far three years of the
limousine, which sells far $18, 500, would be no more and probably a little
less than the cost of a Cadillac limousine, which sells far approximately
$8, 500. I emphasized, however, that the only other Chrysler limousine in
town is at the White House and that someone might challenge him about
riding in an $18, 500 limousine . The Director rationalized that the Cadillac
limousine has become a prestige symbol and that it is hard to be any more
conspicuous than riding in one, He therefore doubted that the Chrysler
would be more conspicuous. He also said that, if the President or anyone
else challenged him on this, he would merely explain that it was mare
economical to lease the Chrysler than to purchase a Cadillac. He therefore
authorized me to lease the Chrysler.
2 . I attended a meeting with Mr . Kirkpatrick,
doe Bicker, an to discuss the controversy between DD/P and the
Office of Computer Services over the purchase of additional automatic data
processing equipment for the WALNU'T` project. Joe's position was that
DD/P had not furnished adequate information on which he could take a posi-
tive position pro or con. He conceded, ~ however, that he thought the equip-
ment which DD/P wanted to buy would be compatible with and suitable to the
problem with which they are faced. We agreed to purchase the equipment
with the definite understanding that DD/P would undertake a formal staff
study and submit appropriate documentation in whatever detail Joe desired.
3. Matt Baird was in to talk to me about who was arrested
over the weekend by the D. C . police on adrunk-.driving charge . Unfortu-
nately, he attempted to throw his weight around by emphasizing to the police
that he was an important CIA official. He made no report of the incident to
either the Office of Training or the Office of Security. I asked Matt to do the
following: (a) Call Bill in and ask him for a written report of his version of
this incident; (b) ask him to include a written statement on why he did not
report it to either the Office of Training or the Office of Security; and (c)
tell him that, while the Agency would reserve judgment until we have received
his report, this incident on top of all the others in which he has been involved
because of alcohol will probably necessitate his name being placed before

4. I talked with the Director about several things. `'
a. The Director bought a house, and this problem is at long last
settled. He asked me to arrange for a professio to officer
to represent hirn at settlement. (I arranged for o do this.) 25X1A9a

might be interested in importing one. (I asked to start 25X1A9a
exploring possibilities .)
