1. -talked with me about the paper I submitted on the use of
ex-employees as consultants. I explained to Walt that this paper had been
submitted at the Director's request and that we really weren`t recommending
much of a change, merely a more formal procedure for identifying departing
employees whom we might wish to use as consultants.
2. talked with me about the paper which Emmett 8chols
submitted recommending delegation of authority to the Director of Personnel
to extend the retirement date of "participants" in our new retirement system
for up to one year. I explained to Hank that this was merely a device to
avoid a great deal of paperwork which would probably otherwise be necessary
between now and 1 July 1966 with the net result being the same.
