Dick Helms cautioned everyone to be more observant of Head- quarters Regulation- "Limitations on Outside Activities." He cited three recent instances which he thought were a little beyond the pale. One case involved an Office of Training employee who was scheduled to appear on a WTOP radio program to discuss the communist world. I telephoned in Matt Baird's ab- sence and told him that I disapproved of this as a matter of policy and that he should ensure -does not appear on this program unless someone wishes to discuss it with me further to appeal my decision. b. Mr. Kirkpatrick mentioned the letter from the President about June buying. I said that I thought we were in pretty good shape but will show large expenditures during the fourth quarter, particularly in the research and development field. It was apparent that the Director strongly favored a policy which would require people to use their money well before the end of the fiscal year or lose it. I think that we are all right except for the Office of Communications, which might be criticized. c. The Director said that he had made some notes of his remarks to the President's Foreign Intelligence Advisory Board, where he thought he made a number of friends for the Agency. He suggested that all members of the Executive Committee read these notes. (He also indi- cated that the Board was sympathetic toward assisting him to construct official, Government-owned residences for both the DCI and the DDCI on Agency property.) d. The Director asked us to take a critical look at self-improvement programs and to better them in every possible way. 2. buzzed to say that the Director was planning a luncheon to which wives would be invited and during which Lt. General Gordon Blake, the retiring Director of the National Security Agency, would be given the Dis- tinguished Intelligence Medal. (According to Emmett Echols this luncheon was later changed to a private ceremony in the Director's office at 12:05 p.m. tomorrow.) Emmett Echols invited me to attend the Personnel Officers Conference on 17 and 18 June. I agreed to go down for a soc a our one , , Mly 17 June, and to remain for an after-dinner, free-for-all discussion. 5. was in about the following items: a. He showed me a Memorandum for the Record which he had written as a result of a conversation he had last night with Congressman L. Mendel Rivers. I asked him to furnish a copy of his memorandum to the General Counsel and the Director of Security. b. HG brought to my attention the following problem with DD/I: Prior to the linking of the OCI Watch Office with the Signal Center by pneumatic tube, a legitimate communications function was performed by six or seven communicators--a communications service to OCI. With the installation of the pneumatic tube this became a purely clerical job. At the Executive Committee Meeting this morning the Director ex- pressed his interest in the operation of a trawler fleet in connection with SIGINT activities.
