a very long time and that he dt not believe in "forever" 25X1A
assignments. He pointed out however that ~ is the single point of 25X1A
continuity in EUR Division at this juncture.imself had come into the
division in January and had been assigned at only two posts both of which
were staffed largely by non-EUR careerists. He has a new deputy who
similarly has not served in the division broadly speaking. He has a new
Chief of Operations and new branch chiefs. He is faced with factionalism
and relies on s the single senior officer who has no constituency
or ax to grin . He relies onto an extent to which he has never 25X1A
previously worked with a Support Officer. He believes strongly that Mr.
is outstanding in his field and noted several times his belief that he
should be promoted to GS-17.
then said that despite all of the above he might hesitate
if he believed that the proposed new assignment was positively a move upward
(which he does not) as was true when he was faced with a similarly difficult
decision as C/AF in the proposed move 25X1A
I tol that on the basis of this situation that we would
wash out this proposal. He indicated that he needed in his presen~5XlA
position for at least one more year.
