Proposed Revised Badge Check Procedures: Mr. Osborn advised
that following a discussion. on a different subject the Director mentioned
the recent "penetration" of DIA Headquarters as a part of a security
review. The Director stated that he did not wish attempts such as that
initiated at CIA but also wanted assurance that our procedures are
adequate and also are enforced. Mr. Colby suggested that a change be
made to tighten up badge checks at entrances. He proposed that each of
the guards make a badge check of each employee passing through an
entrance rather than having the guards look at separate lines of entering
employees. It was agreed that the delay imposed on employees would be
acceptable if an improvement in control resulted. It was agreed that
Mr. Osborn would set up a test of this revised procedure at the main
entrance.
