These included (a) inter- Directorate transfers on which I indicated that the Deputies and in fact the Agency had thus far failed to produce a workable program. (b) The size of the Agency against current workload. I mentioned that the Director continued to believe that the Agency is too large and would be more effective if it were smaller. I also pointed out that there is no overall look at the Agency or overall planning possibility except by the Executive Director and PPB. I noted that the attempt to assign overall responsibility to one Deputy had not worked out in the case of R&D. I also noted my personal belief that there needed to be an overall Deputies council in which they would meet in a nonparochial atmosphere as a senior planning or management group for the Agency. (c) On the matter of inter -Directorate rotation I mentioned the Agency need for positions put aside exclusively for training or development purposes. I noted that the Department of State in this respect was ahead of CIA in assigning to the FSI 195 man years of personnel time.
