Meeting with Mr. Rod Kreger: I related the discussion with Mr. Kreger on 12 March with particular emphasis on the garage planning. 1 reflected Mr. Kreger's lack of flexibility on the role of the National Capital Planning Commission despite my efforts to find a way for him. to suggest that we could ignore the Commission. Colonel White with some reluctance began to think in terms of going to the Commission and asked that we go back to General Counsel to determine the "musts" under the National Capital Planning Act. He specifically desires advice on whether we must have funds in hand before the Commission will consider the proposal. (I also believe we need to determine whether the Commission can review without any public record or publicity potential.) As we talked further and Colonel White learned that Mr. Charles Conrad is the Executive Director and Mr. Conrad Wirth is the Acting Chairman and General Clarke is the Chief of Engineers, he speculated that we might well get Commission agree- ment on the garage without a formal hearing. I also described the situation with respect to the FHWA land including Mr. Kreger's commitment within GSA to get us what we need. Colonel White is extremely anxious that we pursue this hard even though we do nothing with the land for sometime except fence it. I mentioned Mr. Kreger's note of caution that GSA would be back looking at us if we took no action within a 10-year period. Colonel White again expressed the view that we should press hard for a solution by GSA without resort to the special arrangements suggested by NPIC and DD/I. 25X1A 2. NWC Speaker: I told Colonel White that a pa er was enroute to him on the NWC speaker problem raised by He feels strongly that we cannot have individual assignees e ai ees determining who will represent the Agency at institutions such as NWC. (Colonel White was on the point of tickling us for a response on this matter. ) 3. Southeast Asia Support: I reflected our worries about being able to provide type support necessary to Agency undertakings especially in Laos given the limitations on our knowledge and resources. Colonel White indicated that he shared some of our worries. He indicated that there was to be a significant meeting in the Director's office on 19 March at which he would be present.
