NPIC-EOI - I explained to Colonel White the chicken and egg situation which I believe to exist: the desire to have available accurate data for discussion with the Director, some of which could not be obtained without contacts outside the Agency versus the need for the Director's decision that he will or will not go for construction of any type in the headquarters area. After some consideration of related NPIC-EOI items it was agreed that we should get to the Director (preferably after Colonel White returns and prior to 1 February) with a story which starts with the assumption that there will be an EOI Building and supports a location here versus elsewhere. The next consideration would be the relationship of EOI operations to NPIC and the story on NPIC's handling its present plus EOI related work in its present location versus elsewhere and including the proposed ideal of co- location here with EOI. 2. Shipment of Effects of CSCRS Retirees - Regarding the DD/S proposal for approval of shipment of effects of CSCRS retirees (Colonel White had inquired on 8 January about the status of this and the NPIC-EOI papers), I informed Colonel White that Mr. Bannerman had "pulled back the tape" and had asked D/Pers, OGC and SSA-DD/S to consider this matter further to develop an agreed rationale for submission to him. Colonel White agreed that this was desirable since he had not been happy with the 365 day formula contained in the last paper discussed with him. He said that he would like to see us be able to accomplish these payments but that our action should be firmly grounded. DCI Private Elevator - I recommended that the DCI elevator locks (and keys) be changed, no change having been accomplished since 1966.
