Attached herewith is a package of material on an "Intelligence Gave" pulled together by the Office of Training in response to a request by the Director of the CIA Operations Center, who has indicated that he had zone discussions with the DCI on this program, which is also of interest to General 2. While I am quite willing to provide this limited preliminary sistance in the initial effort, I also endorse El t of a Comity intelligence game is well beyond the co*r ent that overall responsibility for the develop- capabilities and direct interests of MR. As you are aware, the Office of Training quite recently suffered rather heavy personnel cuts, and I have been stressing that their manpower and resources must focus on meaningful high priority requirements. (cite candidly, I have some reservations on the long-term value of this project, but would solicit your views on its substantive merits before there is any significant expenditure of money, manpower, and resources.
