Harold:
The following is the extent of knowledge on the
possible matter of Walter Pforzheimer assuring a contract relation-
ship under Walt Elder for purposes of writing history. Walt informs
me he neither originated the idea nor looks upon it with great favor.
Pforzheimer approached him and stated that Mr. Colby had approved a
suggestion of Walter's to go under contract to write the history of
the first ten years of the Agency's legislative relationships. Walt
further states that he believes Walter is endeavoring also to develop
some relationship with Harry Eisenbeiss to write a history of the
Historical Intelligence Collection. In order to bring this matter
to a head, Elder sent the attached memorandum to Walter and as yet
has not received a reply. He further told Walter that, should a
contract come into being, there would be no space for Walter in this
building and he would have to work in the Magazine Building. Walter,
predictably, viewed this development negatively.
In reviewing the approved Historical Program by the
Management Committee, there is only one item which even remotely con-
cerns what Walter has in mind. It is antitl ed "Before CIA" and it
has been practically completed by I~ f OTR.
My suggestion to you is that you bring this matter
up with Colby and try to determine if, in fact, Pforzheimer has
broached this matter and, if so, what was the DCI position.
