Career Training Program
1. There is attached for your reading a proposed memorandum
for the Director of Central Intelligence by Mr. Rodriguez on the
above subject. The proposal in the memorandum speaks for itself
but the potential problems involved are equally obvious.
2. We have decided to approach the problem in the following
fashion. Would each addressee, including the Director of Train-
ing, accompanied by one officer of his choice, please meet with
me in the DD/M&S Conference Rom at 10:00 a.m. on Thursday,
11 April 1974. At that time we will have a round table dis-
cussion on the proposal and the inherent problems. It may be
desirable, depending on the outcome of the discussion, to have
your representatives form a sub-group to pursue in greater
detail any issues that might arise. In any event, we look
forward to a "go - no go" decision, or any modifications of
the proposal, by 1 May 1974.
