For a number of years the Office of Joint Computer Support has assisted offices in the Directorate of Science and Technology by assigning computer specialists to support them. Specifically, six OJCS computer specialists are assigned to the Office of Development and Engineering, one to the Office of FLINT, and one to the Special Projects Staff. The positions are charged to the ceiling and carried on the staffing complement of OJCS. The encum- bents of the positions perform functions of the components to which they are assigned, take their direction and super- vision, and fall completely under the management and control of those offices. 2. The Office of Joint Computer Support has been reduced twenty-three positions, but the workload continues to increase. We are therefore forced to undertake a search- ing review of our personnel resources and how they are deployed. In the eight cases we have identified in para- graph 1, , the question arises as to whether those individuals involved should not more appropriately be carried in positions of the Directorate to which assigned. As you know, this is the historic policy of the Agency in assigning specialists from DD/M S to the other Directorates.
