STAT
You have scheduled for tomorrow from the DD/I a briefing
on Project SAFE. I should like to make a brief suggestion to
you which I believe is very much designed for the common good.
SAFE is basically a DD/I/CRS proposal although there has
been continuing conversations with OJCS. There is much enthu-
siasm in DD/I for SAFE, and Mr. D is an extremely articulate STAT
briefer. I do believe your interests will be well served at
the conclusion of Mr. briefing if you would ask for a
DD/A reaction. Our relationships and consultations with DD/I
G.U
have been good on this matter, but as a matter of consci
s, I
want to make sure that you do receive somewhat of a balanced
presentation on a very complex and highly expensive proposed
undertaking. I have spoken with both Messrs. McMahon and
Fitzwater on this matter; and from two different points of view,
they will endeavor to establish, when called upon, a type of
perspective which should be borne in mind when endeavoring to
evaluate how and where we go in further pursuit of SAFE.
