Approved For Release 28 August 1973 MEMORANDUM FOR: Deputy Director for Science and Technology SUBJECT: Follow-On Action to FY 75 Program Review 1. The FY 74/75 Program Review resulted in the identification of a number of topics which Mr. Colby wished to pursue. We compiled a list recently, which he approved. The extracted S&T specifics follow: --"OSA - DDS&T should be charged with developing a plan for the disposition of OSA functions following the termination of Agency involvement in IDEALIST." --"You asked for an examination of the question of OEL's growth rate, with particular reference to how their functions relate to other related community programs. We believe that IC Staff should monitor an examination of this question by DDS&T." 2. In addition, the following OPPB tasks particularly relevant to the S&T Directorate were approved: --"Our discussions touched at various times on the related problems of who budgets for equipment and services, how costs of services might be charged to consumers of those services, how limits can be imposed on a component's right to draw equipment or demand services, and how components might be given credit for equipment turned in for others to use. These questions involve the present PRA system, which governs the way equipment is requisitioned from the Office of Logistics, and the concept of 'cognizant material' as expressed in the ways we now handle agent commo gear and OTS materiel. We believe that PPB should undertake a study of these cross-directorate problems. For your information the following actions on Community Issues were approved and directed to the IC Staff: "a. A study is to be made of intelligence community training programs and facilities, in part to determine how we get better utilization of and in part to see 25X1 C 25X1A whether joint programs might lead to joint use and joint funding of IC Staff has already begun a study and will attemp to develop recommendations for consideration. The study will encompass the related question of our need for maintaining ' 25X1 "b . Separate reference was made to a search for alternate Commo training facilities (to avoid 25X1 A problems). This is related to the IC-initiated study o community training mentioned in paragraph a. above. IC Staff action, with the participation of OPPB and the Office of Communications. " "c . You questioned the mix of CIA and DIA personnel (both PI's and support personnel) at NPIC, and asked whether a higher proportion of DIA personnel could relieve the current squeeze on NPIC manpower.
