I should like to explore the possibility of assigning yo g and promising i/0 officers to NPIC as part of their career develop- ment. 2. 1 out admit to a lack of precision and completeness in my knowledge of the extent to which L*)/O officers mks use of satellite photography. Yes, I am aware of specific projects in which ASPIC assistance is sought. These include assistance given by NPIC's model shop to the Imagery Analysis Service, which Service has the prime re- sponsibility for supporting W10 needs. 3. Admitting incaeplete and imprecise knowledge,, I believe that Ill/0 officers probably are not as effective use of satel- lite photography as they could. icy beli stems in Large part from my talking with DQ/O officers, some of whom previously had not had access to T}(H materials, same of whom have no concept of the capabili- ties possessed -- or not possessed -- by the satellite collection and exploitation systems, and sow of wham view satellite photography as an eneW rather than an ally. 4. There may be functional ways to increase 1)/0's effective use of satellite photography. 1' Imagery Analysis Service of the Intelli- gence Directorate and appropriate officers of the DD/0 would be the effective organizational personnel to seek noose ways -- NPIC is avail- able to assist thy. My purpose here, had ever., is to suggest an arrangement which will assist over the longer term with lasting effects. I suggest that you consider assigning young and premising DA/0 officers to NPIC and IAS for one to two year tours of duty early in their Careers. 6. I recognize that such an expenditure of a promising officer's time would be expensive to DD/0 M- and especially so In these times of persossel and force cuts. I believe that the I/0's work would benefit even if en#y a few -- even one or two -- of its officers at a time gained such an erience. 7.
