SUBJECT: S&T Management Advisory Panel - Meeting 'U, 4 September 1913
1. Mr. Carl Duckett, DD/S&T and Dr. Donald Steininger, ADD/S&T,
addressed the first meeting of the directorate Management Advisory Panel.

2. Mr. Duckett explained the obje^.tives and activities of the Agency
Management Advisory Group (G) and the purpose to be served by the Science
and Technology Management Advisory Panel (S&Ti P). He expressed that
most problems addressed by S&TMAP will be in the "administrative, managerial,
and personnel" areas but that nothing was "off limits". He suggested that
organizational structure questions be placed at a lower priority for the
time being because of the transitional state of the directorate. Dr.
Steininger posed the question of "how do inter-office problems reach
resolution without resorting; to a staff structure?" :sir. Duckett
~ suggested
the Pane]. remain informal; advisory responses may be verbal or briefly
summarized. lie promised feedback on the issues that the Panel confronted.
3. As an immediate assignment, the Panel was asked to address the
career service system problem presently being studied by the Personnel
Approaches Stud;.- Group (PP.SG) chaired by :Ir. Jack Blake, Director of Personnel.
1+. In order to provide continuity in the Panels operations, the Panel
decided to split the terms of office for half of the membership but to
postpone the identification of the "short-term" members for aP roximately
