Did you not expect an entire CIA fifteen year plan to be prepared between now and next September?? 3. Mr. Cline apparently has been told that the group will be concerned only with Assumptions and Objectives during this period. I don't know how Borel could have understood this, since it was made pretty clear that we would try to get both the Assumptions and Objectives in final form during this week in order to get this new group off to a flying start in preparing a fifteen year program. 4. I understand that, while the demands upon the members may not require them to spend full time, the planning task will have first claim upon them.
