MEMORANDUM FOR THE RECORD
SUBJECT: Fifteen-Year Intelligence Plan
1. On 20 May 1965 the following met to discuss the subject:
Mr. John Clarke, D/BPAM, Project Chairman
Mr. Paul Borel, ADD/I
Mr. Sherman Kent, AD/NE
2. Mr. Clarke explained that he has been directed by the Deputy
Director to submit concrete terms of reference for a fifteen-year
intelligence program by 29 May 1965. Mr. Clarke then tabled a proposal
requesting the concurrence or suggestions of the representatives by
26 May 1965.
3. In the discussion that followed it was agreed that:
a. Improvements could be made in the BPAM proposal, primarily
in the formulation of assumptions and in the organization of the program
reporting format.
b. That some mention must be made in the papers forwarding
the program proposal to the DCI concerning "the role of intelligence
in government" and the unclear position of the Agency under wartime
conditions.
Li. Mr. Kent is to prepare a set of assumptions concerning the
world situation over the next fifteen years to be used as the basis
for program projections.
5. Mr. Borel is to prepare a paper describing the role of intelli-
gence in government.
6. Following receipt of Mr. Kent's "assumptions", Mr. Clarke is
to proceed with the preparation of terms of reference and a format for
projecting programs for fifteen years.
