(Unclassified - PLC) Prompted by a call from Administrative Officer, Office of Security, I called the Office of Congressional Affairs for GSA to determine the status of proposed legislation to raise the mileage allowance for the use of privately owned vehicles on official business. Jamie Kabler informed me that GSA within the next month will submit a proposal to OMB to raise the mileage allowance from the present ceiling of 12~ to 13-1/2~ per mile. This figure was arrived at as a result of a nationwide study by GSA. I expressed my personal opinion that the figure seemed low in view of the recent increases in the price of gasoline. Kabler did not know the full facts of the study, but noted that GSA and certain other agencies now allow only 1l' per mile. During our discussion, Kabler alerted me to a proposal that GSA will submit to OMB next week to allow a maximum per diem to be paid for official travel to certain cities which have high living costs.
