CIA ! T LfI N L USE ONLY 5. (Confidential - JGO) Together with Mr. Cary met with Jack
Brady, House Foreign Affairs Committee staff, and reviewed with him
Agency problems concerning section 660 of the Foreign Assistance Act
and left with Brady a corrected copy of the proposed subsection (c)
concerning protection of information; possible language for the conference
report to be used as a fallback in the event that subsection (c) is not
accepted; and a copy of the Zablocki amendments to the Bolling/Hansen
resolution adopted 8 October by the House of Representatives concerning
House Foreign Affairs Committee oversight over intelligence activities
relating to foreign policy.
6. (Confidential - JGO) After the completion of the briefing before
the Subcommittee on National Security Policy and Scientific Developments,
House Foreign Affairs Committee, confirmed with Chairman Clement J.
Zablocki (D. , Wis. ) the fact that the reporter's notes, transcription and
return of the transcripts to the Agency would be handled under Agency
security controls and the transcripts will be retained by the Agency subject
to call by the Chairman. Chairman Zablocki thought this was excellent.
7. (Internal Use Only - PLC) Called Paul Corwin in the office of
Senator James L. Buckley (R., N. Y.) and discussed the Senator's amend-
ment to limit access to educational records. See Memorandum for the Record
8. (Confidential - GLC) Accompanied Carl Duckett, DDS&T, to a
briefing of the Subcommittee on National Security Policy and Scientific-
Developments of House Foreign Affairs, on SALT and related subjects.

9. (Internal Use Only - LLM) Bob Hull, State Department, called. to
discuss the status of the legislation eliminating the Federal tax exemption
of Governmental allowances (1-1. R. 17488). He agreed even though the
issue was dead- this year, we should be working out positions to assure
that the matter was not reported during the next Congress without due
consideration of the merits. I informed Hull that the Director has, in a
letter, expressed his concern to the Director of OMB, the Secretary of
State and the Secretary of the Treasury. '
