(Internal Use Only - LLM) Mr. Richard Schultz, Associate Chief Counsel, House Internal Security Committee, called and said that he and the Chief Counsel, Don Sanders, had reviewed with Chairman Ichord the possibilities of tightening up on the Scarbeck statute through an amend- ment to the Internal Security Act of 1950 which is under the Committee's jurisdiction. Schultz said that while Chairman Ichord was sympathetic to our problem, he felt that the chances for success would be better in the context of the overall revision of the Criminal Code which is being considered by the Judiciary Committees. I told Schultz that we, of course, value the Chairman's advice and that our motivation in raising the matter with him was in the interest of exploring all reasonable alternatives. (Internal Use Only - LLM) Called Ted Kazy, House Post Office and Civil Service Committee staff, to determine if there had been any clarifi- cation through legislation or otherwise of the maximum rate of compensation to consultants under 5 U. S. C. 3109. Kazy said that he was unaware of any STATINTL action in this regard and that it was only recently that the staff became aware of the Comptroller General's opinion.
