Chief Counsel, House Internal Security Committee, called and said that he
and the Chief Counsel, Don Sanders, had reviewed with Chairman Ichord
the possibilities of tightening up on the Scarbeck statute through an amend-
ment to the Internal Security Act of 1950 which is under the Committee's
jurisdiction. Schultz said that while Chairman Ichord was sympathetic to

Chairman's advice and that our motivation in raising the matter with him was

action in this regard and that it was only recently that the staff became aware
of the Comptroller General's opinion. This information was relayed to 0
