Jim Oliver, OMB, called and submitted the following changes and comments to our report to Chairman John C. Stennis (D. , Miss. ), Senate Armed Services Committee. The changes result from his discussion of our report with the NSC staff. a. Page 1, Paragraph 3: (1) Second sentence: strike "fixed term for the office" and substitute "statutory limitation on the tenure. " The bill as written does not propose a specified term of office, but rather a limitation on the length of time that the office can be held. (2) Omit the last sentence. The limitation is to avoid lengthy tenure by one individual; however, no political relevancy was intended nor should it be suggested. (3) Make paragraph 3 the last sentence in paragraph 2, revising the first part of the sentence to read as follows; "The current law is well balanced, preserve ... " (rest of sentence is 'unchanged). b. Page 2: Strike the last sentence on the page. It is the opinion of the NSC that the Congress could constitutionally require the President to write out his specific instructions to the Agency. " 2. Oliver said that he will send the comments to us in writing for our consideration as to whether we wish to revise our report. (Secret - LLM) Talked to Richard Aherne, Congressional Relations, State Department, concerning Ambassador Helms' scheduling but they had not been able to get a firm room number from Fred Thompson, Minority Counsel, Senate Select Committee on Presidential Campaign Activities, for the Friday session. They confirmed that the Nedzi Subcommittee session would be held at 9:30 a. m. in room 2337 Rayburn Building. Later in the day I talked to Jim Larocca, in Mr. Aherne's office, and passed on the information to him which I had received from Sam Dash, Chief Counsel, Senate Select Committee on Presidential Campaign Activities, i. e., Ambassador Helms is scheduled to testify in room G 334, and I also passed this information on to the Ambassador. 4. (Secret - LLM) Terry Lenzner, Senate Select Committee on Presidential Campaign Activities staff, called late in the evening and requested that a retired Agency employee, appear before the majority staff tomorrow afternoon regarding the Hughes connection. I said I would 25X1A check on this and let him know. 25X1A 6. (Internal Use Only - PLC) Received a call from Jim Oliver, OMB, and discussed comments raised by the National Security Council and Oliver to our report to Chairman John C. Stennis, Senate Armed Services Committee, on S. 2321 _ Which limits the tenure of the Directors of Central Intelligence. Oliver will submit the comments in writing for the Agency to consider whether we may wish to revise the report. See Memorandum for the Record. 7. (Unclassified = RJK) Donna Harlow, on the staff of Senator Mike Gravel (D. , Alaska), called to ask that we check on the reason why the Senator was no longer receiving I called and made arrangements for it to be resumed.
