(Internal Use Only - PLC) Called Kelly Kleiman in the office of Representative Michael Harrington (D. , Mass.) in response to her request for information concerning Air America. I explained that Representative Harrington had sent the Director a letter earlier this year requesting information on Air America to which the Director had replied by letter of 29 January. She later called and asked that a copy of the Director's letter be sent as they are unable to locate it. She said that Representative Harrington's present interest in Air America was much broader than his previous request, but since she was not clear as to the information desired, Harrington will send a letter to the Director. I added that our response will have to be coordinated with our oversight committees. 25X1A 2. (Internal Use Only - PLC) Together with attended an informal markup session on H. R. 12206 byte Subcommittee on Foreign Operations and Government Infra ion, House Government Operations Committee. The bill grants individuals access to records concerning them maintained by the Government. Present were staff members of the Subcommittee, representatives from OMB, legislative aides to Representatives Edward I. Koch (D., N. Y.), Bella S. Abzug (D., N. Y.), and Barry M. Goldwater, Jr. , (R., Calif. ), and the General Counsel of the Presidential Panel on Privacy. I explained the impact of the bill upon Agency operations and the need for an Agency exemption. The staff pointed out that in markup to date the bill has been amended to limit access to U. S. citizens and permanent resident, aliens. I explained that with this limitation, an exemption for Intelligence Sources and Methods would adequately protect the Agency. Fran Tempko, legislative aide to Representative Abzug, presented language for such an exemption. Her proposal was accepted by the group; however, this constituted only a preliminary session and the bill will be further reviewed in formal markup. During the discussion I mentioned the Director's recent decision to allow any employe access to his official personnel file. Norm Cornish, Subcommittee staff member, expressed an interest and asked that we provide a rundown of the procedures presently followed.
