Attached is the response prepared by Mr. Warne
to the question Cornish posed to you. Cornish
called me after his call to you and he wanted to
make clear that his purpose in asking the
question is a lead in for you to take the position
that you recognize that your strong personal
assurances that the Agency will not conduct
domestic surveillances against dissident political
groups in the United States is not enough.
Whereas, this provision will become law and
should serve as a legal deterrent to assure that
no elements of the Agency will ever engage in

such activities.

Within the CIA's counterintelligence office, there was established
a unit to look into the possibility of foreign links to American dissident
elements. Various reports were drawn up as a result of the work of
this unit on the foreign aspects of the anti-war, youth and
similar movements and the possible links to their American counter-
parts. Specific information was also disseminated to responsible
U. S. agencies, including the FBI. In the course of this work, we.
maintain no record describing how any individual exercises rights
guaranteed by the First Amendment.
